On December 21, 1997, Officer Brian Wilbur was struck by a drunk driver while trying to load an injured animal into a vehicle. Wilbur and a citizen were trying to load an injured Dalmation that had been hit by a car into the rear of the citizen's vehicle. A vehicle driven by Eldifo Moreno struck both the citizen and Wilbur from behind. Both the citizen and Wilbur are listed in critical condition. Doctors said Wilbur had brain hemorrhaging and they may have to remove his right leg. The suspect was booked two counts of aggravated assault and one count of endangerment.

Last November 13, 1996, one of my patrol officers working at the Southeast Operations Division of the Dallas Police Department was struck by a motorist while in foot pursuit of a hit and run driver. Officer Kevin Paul Marceau, a six year veteran was thirty three years old at the time of the accident. Kevin is married and his son Jonathan was four months old last November.

Kevin was working an extra duty assignment at Reinhardt Bible Church when he saw the suspects running from the accident scene and gave pursuit. Kevin followed the suspects across five lanes of traffic when he was struck by a motorist who was not speeding. Kevin suffered severe head injuries, leg fractures and eye damage. Kevin remains in intensive therapy and his recovery has been minimum during the last eleven months.

Kevin is a 1981 graduate of Grapevine High School, northwest of Dallas, Texas and he earned an associate degree from Tarrant County Junior College in 1985. Kevin had attended the University of North Texas in Denton for approximately one year. Kevin served in the Air Force from 1985 to 1989 and served in Desert Storm. Kevin is a Texas National Guard sergeant who serves in the 1st Battalion headquarters company of the 112th Armored Regimen, which is based in Wylie, Texas. In addition to other awards, Kevin received the Dallas Police Departments lifesaving award in May of 1993 for administering cardiopulmonary resuscitation to a motorist who had been critically injured.

Kevin has been described as " a real good cop, one of the best guys you'll ever meet", "professional and dedicated", "very congenial, very helpful, very caring individual who has become a very special part of our church family" Recently one of Kevin's doctors, Dr. Gregg Diamond was quoted as saying " He's not just an observer now. He's is actually following conversations with his eyes and saying a few words." Dr. Diamond said. "He is obviously not doing great, but he's at the point where he needs as much positive stimulation as possible. " "Police Therapy", if you will is being credited for some of the progress.

My request and plea for this young warrior, who was struck down while serving others, is the support of his police brothers and sisters around the world. Patches, flags, emblems, hats anything which can serve to stimulate his captive mind and strengthen his consciousness of the world around him. He loved his job and police family and he needs our love now.

RECRUIT OFFICER SHOT

On Monday August 11, 1997, Joliet Illinois Officer Arthur Arellano, age 21, was shot during range practice at the Police Training Institute. He was shot with a .40 cal Glock after an accidental discharge by another recruit officer. The round struck Arellano in the elbow and transversed through the stomach area. Art returned home but has been re-admitted to the hospital because of complications. Due to the complications his gall bladder had to be removed.Art is now at home resting comfortably and making a quick recovery. His arm is doing better and he just received the purple heart award from his department. I am a very good friend. ARKANSAS OFFICER NEEDS HELP

August, 1997 Lt. Rick Beasley, of the Hot Springs, Arkansas Police Department has been diagnosed with a rare genetic liver disease for which he will require a liver transplant. He has been on the transplant list for some time now, but he will need all the assistance he can get to help himself and his family (wife and two children) overcome this unbelievably huge financial burden.

When the time comes for him to be notified that he is nearing the top of the list, he will be flown to The Mayo Clinic. At that time he will be required to arrange for a large portion of his medical expenses. Notification can come at any time.

Without this complicated medical procedure, Lt. Rick Beasley will die!
